Requires the Department of Public Safety to develop performance indicators tracking progress toward specific goals including recidivism rates, prisoner assaults on staff, correctional staff turnover, and departmental efficiencies in staffing and budgeting.

Mandates the Department submit reports to the legislature within 30 days of the last working day of April, August, and December, beginning with the period ending August 31, 2011, referencing key performance indicators for rehabilitation and reentry efforts.

Specifies seven key performance indicators for tracking: general education diplomas obtained, reentry plans filed and completed, drug test failure rates, drug treatment program completions, restorative circles completed, minimum sentence reduction applications and results, and parole revocation hearing outcomes.

Requires the Department to post all reports electronically on its website in a timely manner for public access.
