Exempts totally and permanently disabled veterans from paying motor vehicle registration expenses in Hawaii.

Applies to veterans honorably discharged from the uniformed armed forces who are Hawaii residents and have been determined by the U.S. Department of Veterans Affairs to have a service-connected 100% disability rating for compensation.

Also applies to veterans with a service-connected 100% disability rating who are in receipt of disability retirement pay from any branch of the uniformed armed services.

Amends Hawaii Revised Statutes Section 286-51 to add new subsection (c) establishing the veteran exemption.

Effective July 1, 2011.
