Adds a new section to Chapter 464, Hawaii Revised Statutes that provides limited liability protection to public entities and employees when issuing building permits for projects with plans or specifications prepared and properly stamped by a licensed professional engineer, architect, landscape architect, or surveyor, except in cases of gross negligence.

Amends Section 201-62 to make state and county agencies required participants (rather than optional) in the facilitated application process for building permit applications.

Establishes a joint hearing mechanism requiring state and county agencies to conduct all hearings together for building permit facilitated applications, with federal agencies invited to participate.

Modifies the facilitated application process to require (rather than allow) representatives of state and county agencies and applicants to develop and sign a joint agreement establishing review responsibilities and timelines for building permit applications.

Takes effect upon approval.
