Adds new section 353 to Hawaii Revised Statutes requiring contracts between the State and privately owned prisons or out-of-state detention facilities to comply with chapter 92F freedom of information requirements.

Mandates that the State and contractors provide the same access to information that chapter 92F requires the Department of Public Safety to provide.

Requires contracts to include the same remedies for contractor non-compliance with chapter 92F that government agencies face for failing to comply with the law.

Defines "privately owned prison" and "out-of-state detention facility" as any such facility incarcerating or detaining prisoners under contract with the State.

Takes effect on July 1, 2011.
