Establishes a duty for landowners to maintain their premises to preserve adjacent property values of neighboring landowners within 100 feet.

Defines breaches of maintenance duty to include: failing to keep visible areas clean and safe, not maintaining waste receptacles, allowing visible damage exceeding a specified amount for over two weeks, creating uninhabitable conditions or health/safety threats, and remaining in noncompliance with building and housing laws for over two weeks.

Allows neighboring landowners to file complaints in district court for property value damages of at least $1,000, but only after providing the landowner with at least 30 days' written notice to remedy the breach.

Requires notice by certified mail to the landowner's last known address, or by publication in local media if the owner cannot be determined.

Takes effect upon approval.
