Establishes a nine-member Native Hawaiian Roll Commission to prepare, maintain, and certify a roll of qualified Native Hawaiian constituents for reorganizing a first nation government.

Creates a process for electing members to an Interim First Nation Governing Council.

Establishes a process for preparing and ratifying organic governing documents for the first nation government.

Appropriates an unspecified sum to the Office of Hawaiian Affairs to implement these provisions.

Committees determined that meaningful state planning cannot proceed without addressing Native Hawaiian land claims and establishing a recognized Native Hawaiian governing entity.
