Removes the phrase "which may affect" from Hawaii Revised Statutes Section 6E-8(a), making it mandatory for state agencies and political subdivisions to advise the Department of Land and Natural Resources before commencing any project affecting historic properties, aviation artifacts, or burial sites.

Removes the phrase "which may affect" from Hawaii Revised Statutes Section 6E-42(a), requiring agencies to allow the department an opportunity to review and comment on all projects involving permits, licenses, certificates, land use changes, subdivisions, or other entitlements that could impact historic properties, aviation artifacts, or burial sites.

Maintains the 90-day timeline for the department to provide written concurrence or non-concurrence on projects under Section 6E-8.

Preserves the appeal process allowing dissatisfied parties to appeal to the Hawaii historic places review board and ultimately to the governor.

Takes effect upon approval.
