Prohibits motor vehicle manufacturers and distributors from recovering or attempting to recover from dealers the costs of reimbursing dealers for warranty work.

Establishes a process for dealers to submit customer repair orders to establish their parts markup rate, which becomes effective within 90 days and is presumed fair and reasonable.

Requires manufacturers or distributors to approve or disapprove warranty work claims within 45 days of receipt, with failure to disapprove constituting automatic approval.

Directs the Director of Commerce and Consumer Affairs to review and compare costs of repairs performed by dealers versus non-dealers, including warranty and non-warranty repairs.

Takes effect upon approval.
