Amends Hawaii Revised Statutes sections 6E-43, 6E-43.5, and 6E-43.6 to establish separate procedures for previously identified versus inadvertently discovered native Hawaiian burial sites.

Requires island burial councils to render determinations on previously identified burial sites within 45 days and on inadvertently discovered sites within 15 days of referral by the department, with possible extensions by agreement.

Requires preservation or mitigation plans for previously identified sites to be approved within 90 days and for inadvertently discovered sites within 30 days following final council determination.

Extends timeframes for medical examiner examination and removal procedures: increases from 2 to 3 working days on Oahu and from 3 to 4 working days in other jurisdictions for multiple skeletons; increases from 1 to 2 working days on Oahu and from 2 to 3 working days elsewhere for single skeleton discovery.

Exempts all public-works projects undertaken by state or county agencies from the bill's provisions.
