Creates a new offense of assault against a water safety officer in Chapter 707 of the Hawaii Revised Statutes.

Establishes assault against a water safety officer as a class C felony when a person intentionally or knowingly causes bodily injury, or recklessly causes bodily injury with a dangerous instrument, to a water safety officer engaged in performance of duty.

Defines "water safety officer" as an employee of any county whose principal duty is to stand guard over beaches to ensure individual safety.

Takes effect on July 1, 2011, and does not affect rights, duties, penalties, or proceedings that began before the effective date.
