Allows the University of Hawaii to use Department of Land and Natural Resources security staff to provide 24-hour security at Moku-o-loe (Coconut Island) in Kaneohe Bay, addressing security costs exceeding $161,000 annually.

Exempts the Hawaii marine laboratory refuge from state permitting requirements for repair and maintenance of facilities on Coconut Island.

Amends HRS §187A-12 to explicitly authorize the University of Hawaii to use security staff from the department for the biological laboratory and research purposes.

Reorganizes HRS §188-36 to clarify that the Hawaii marine laboratory refuge consists of reefs and bay waters surrounding Coconut Island extending twenty-five feet beyond the outer edges of reefs.

Takes effect on July 1, 2011.
