Appropriates funds to provide additional funding for the Kupuna Care program to give Hawaii's elderly population access to affordable and quality home- and community-based services.

Appropriates moneys from the emergency and budget reserve fund to maintain funding levels for various programs essential for public health, safety, welfare, and education.

Requires reimbursement to the emergency and budget reserve fund from the general fund no later than July 1, 2012 for any moneys used to meet general fund shortfalls during fiscal year 2011-2012.

Adds appropriations for the HOPE probation program and a housing placement program within the Department of Human Services.

Clarifies that the appropriation to Read To Me International Foundation is intended to strengthen families and promote childhood literacy.
