Allows board members to attend public gatherings and community events that do not relate to matters under the board's adjudicatory, advisory, or legislative jurisdiction, provided they meet statutory requirements for permitted interactions.

Permits board members to attend professional-association conferences and professional-development seminars while meeting statutory requirements for permitted interactions and filing a report.

Authorizes public notices of board meetings to be sent by e-mail to persons who request meeting notifications.

Supported by the Department of Planning and Permitting of the City and County of Honolulu and five members of the Maui County Council; opposed by the Office of Information Practices.
