Establishes a statewide silver alert program to be activated for missing senior citizens in the appropriate county, developed with cooperation from county police departments, State Civil Defense Division, broadcasters, and relevant agencies.

Integrates the silver alert program with the existing Maile Amber Alert program to the greatest extent possible.

Silver alert issued when: county police receive notice of a missing senior citizen from family/legal guardian, the person is domiciled in Hawaii with unknown current location, the person has a documented impaired mental condition, and disappearance poses credible threat to their health and safety.

Alerts must include appropriate information from county police, details that may lead to safe recovery, and instructions for the public to contact local law enforcement with information.

Defines "senior citizen" as a person 65 years of age or older; takes effect July 1, 2011.
