Establishes the Hawaii Sunset Advisory Commission with 12 members (4 from Senate, 4 from House, 4 public members appointed by governor) to regularly review state agency performance and make recommendations for alteration or continuation.

Commission members serve 4-year terms for legislators (2 years initial) and 2-year terms for public members, with limits on consecutive service and eligibility restrictions to prevent conflicts of interest.

Commission must review agencies on a rotating schedule beginning in 2014, evaluating efficiency, effectiveness, mission achievement, regulatory authority, public complaint processes, and compliance with federal and state laws.

Exempts six agencies from sunset review: Office of Governor, Legislature, Supreme Court, Employees' Retirement System, Department of Hawaiian Home Lands, and Office of Hawaiian Affairs.

Authorizes commission to issue subpoenas, request state agency assistance, prepare legislative recommendations with fiscal impact estimates, and review bills proposing new state agencies for necessity and regulatory efficiency.
