Prohibits any person from conducting shark feeding activities in Hawaii's state marine waters, with exceptions for traditional Hawaiian cultural or religious practices that are non-commercial.

Exempts persons engaged in taking marine life where fish are incidentally eaten by sharks, provided the purpose is not to feed sharks.

Establishes penalties for violations including seizure and forfeiture of commercial marine licenses, vessels, or shark feeding equipment.

Imposes an administrative fine of at least $25,000 per violation, with the violator also subject to administrative fees, costs, and attorney's fees.

Authorizes the department to issue permits for activities otherwise prohibited by law in accordance with existing statute.
