Establishes an office of entrepreneurship and job creation within the office of the governor to promote job creation and assist the small business community.

Creates the position of small business czar appointed by the governor without regard to civil service requirements, serving without compensation and able to hire necessary personnel.

Defines "small business" as a for-profit enterprise with fewer than 100 full-time or part-time employees and excludes vocational, professional, and environmental permits from the office's scope.

Authorizes the office to provide permit and procurement information, facilitate contacts with state agencies, maintain a file of public contracts and bids, and publish annual reports on the state of small business.

Takes effect on July 1, 2011.
