H.B. 1650 Summary

• Directs the Department of Public Safety to contract with correctional design professionals within 90 days to plan and design a 1,000-1,200 bed correctional treatment facility emphasizing substance abuse and mental health treatment programs.

• Requires the director to submit a report to the legislature by February 1, 2012 including preliminary design, projected costs, site options (prioritizing the undeveloped Halawa correctional facility portion), financing proposals, and draft requests for proposals if private development or operation is pursued.

• Facility may be state-operated or operated by a private entity with prior experience managing facilities accredited by the American Correctional Association and Joint Commission on Accreditation of Healthcare Organizations.

• Directs the Department of Public Safety and Department of Business, Economic Development, and Tourism to prepare a feasibility study for future use and disposition of the existing Oahu Community Correctional Center site with public community review and comment.

• Appropriates funds from general revenues for fiscal year 2011-2012 for planning and design purposes, effective July 1, 2011.
