Establishes a regulatory framework for licensed shipboard gaming in Hawaii state waters to stimulate the economy and increase state revenue.

Requires gaming ships to have a minimum capacity of 1,000 persons and provide at least one overnight accommodation per person.

Limits the total number of ships operating under license to two vessels.

Removes the requirement for county referendum approval and gubernatorial proclamation before the shipboard gaming law takes effect.

Appropriates funding to the Department of Business, Economic Development, and Tourism to implement and oversee the shipboard gaming program.
