Makes landowners liable for any injuries or damages to persons, property, or natural resources caused by campers on their land.

Authorizes counties to adopt rules and ordinances to administer camping provisions, including enforcement of fee limitations and determination of sanitation facility adequacy.

Clarifies that camping authorization does not permit construction of permanent structures not otherwise allowed under state and county laws.
