Amends penal code offenses of negligent homicide in the first and second degree, and negligent injury in the first degree to include provisions for incidents involving vulnerable highway users.

Defines vulnerable highway users as pedestrians, cyclists, and others who legally use public rights of way without operating a motor vehicle.

Clarifies that "simple negligence" under negligent homicide in the second degree when involving a vulnerable user's death has the same meaning as "simple negligence" under negligent homicide in the third degree in the Penal Code.

Intended to increase driver awareness of vulnerable highway users and address Hawaii's history of dangerous roadway conditions for non-motorized road users.
