Extends eligibility for state financial aid programs and resident tuition rates to University of Hawaii students without lawful immigration status who meet specified criteria.

Requires resident noncitizen students to have attended Hawaii public or private high school for three or more years, graduated from a Hawaii high school or equivalent, be enrolled at a University of Hawaii campus, and file an affidavit stating they have applied or will apply to legalize their immigration status.

Exempts qualifying resident noncitizen students from the nonresident tuition and fee differential and allows them to participate in all student financial aid and university programs to the extent permitted under federal law.

Provides immunity to the University of Hawaii from money damages, tuition refunds, or other retroactive relief if a court finds the law unlawful, though courts may order termination of future waivers as equitable relief.

Directs the Board of Regents to adopt rules and procedures to implement the financial aid and tuition waiver provisions for resident noncitizen students.
