Amends Hawaii Revised Statutes Section 354D-4 to add a new duty for the correctional industries program administrator regarding agricultural production on penal farms.

Authorizes the use of inmate labor services to manufacture or produce agricultural goods from penal farms, with products to be used either to feed prisoners and other state wards or sold for profit.

Renumbers existing statutory provisions (former subsections 7-10 become 8-11) to accommodate the new agricultural production requirement as subsection 7.

Takes effect upon approval.
