Authorizes the Department of Human Services to accept Medicaid program applications in both written and electronic record formats through an integrated electronic system by January 1, 2014.

Allows electronic signatures to satisfy signature requirements on electronically submitted forms, with Chapter 489E applying to all electronic records submitted under this section.

Requires the department to collaborate with state agencies and Medicaid providers to ensure compliance with privacy laws, implement control processes for record security and confidentiality, and adopt standards to prevent payment duplication.

Mandates the integrated electronic system be designed with user-friendly web-based interfaces, stable under high-use conditions, and available 24 hours a day to users statewide.

Authorizes the department to seek federal matching funds, grants, and private funds to implement these requirements and to adopt rules under Chapter 91 to effectuate the bill's purposes; effective July 1, 2050.
