Establishes a new chapter requiring the state director of finance to transmit to each county a percentage of fines and forfeitures collected for uncontested traffic infractions committed in that county, within 30 days after each fiscal quarter ends.

Defines "uncontested traffic infraction" as a traffic infraction for which a driver has been issued notice and does not contest the infraction in accordance with section 291D-6(b)(1).

Exempts from the transmittal requirement fines and forfeitures for violations occurring on state-controlled off-street parking facilities, parks, airports, and harbors, and fines required by law to be paid into special, revolving, or trust funds.

Modifies section 291C-171 to require the judiciary to identify uncontested traffic infractions and subject their fines and forfeitures to the new transmittal requirements.

Takes effect on January 7, 2059.
