Amends Hawaii election law to permit mailing absentee ballots to all registered voters in areas with fewer than 500 registered voters that require a unique ballot type but lack an election day polling place.

Authorizes the chief election officer (or county clerk for county-only elections) to determine when an area meets the criteria for automatic absentee ballot distribution instead of establishing a polling place.

Defines "ballot type" as the unique ballot containing the specific contests, questions, or issues for voters in a particular area.

Maintains existing procedures for voter requests for absentee and permanent absentee ballots while adding the new automatic mailing provision for small population areas.

Takes effect upon approval.
