Amends HRS §514E-5 to allow counties to establish dedicated time share zoning districts that permit time share units and time share plans.

Permits counties with established time share zoning districts to restrict or prohibit time share units and time share plans in other zoning districts, including areas designated for hotel, resort, or transient vacation rental use.

Preserves existing time share units, time share plans, and transient vacation rentals from impairment under this section.

Maintains alternative allowances for time share use in hotels approved as nonconforming uses and in existing hotels in counties with populations exceeding 500,000.
