Amends Hawaii Revised Statutes section 803-42(b) to allow electronic communication service providers to voluntarily disclose communications to governmental entities during emergencies involving danger of death or serious physical injury.

Requires the governmental entity to provide written certification establishing the existence of the emergency, that disclosure is required, the time period for disclosure authorization, and specifying what information or assistance is needed.

Provides immunity from civil liability for service providers, their officers, employees, agents, landlords, and custodians who disclose information in accordance with the emergency certification requirements.

Modifies punctuation and grammatical structure throughout the statute by changing periods to semicolons and adding coordinating conjunctions to maintain proper formatting of the statutory list.

Takes effect on January 7, 2059.
