Creates a criminal long-arm statute allowing district and circuit court judges in Hawaii to order production of records held by entities located outside the State in criminal cases.

Addresses the need for law enforcement, prosecutors, and criminal defense attorneys to obtain records from businesses and organizations operating nationally or globally that maintain records outside Hawaii.

Enables use of out-of-state records as evidence in criminal investigations and litigation occurring within the State.

Effective date changed to upon approval by the Committee on Judiciary and Labor.
