Amends Hawaii Revised Statutes Section 706-623(1) to require a probation officer to submit a compliance report to the court before a defendant can be granted early discharge from probation.

Probation officer must report on the defendant's compliance or non-compliance with the conditions of probation prior to any early discharge being granted.

Court must still afford the prosecuting attorney an opportunity to be heard before granting early discharge, as required under existing law.

Applies to all probation sentences including Class A felonies (up to 10 years), Class B or C felonies (up to 5 years), misdemeanors (up to 1 year), and petty misdemeanors (up to 6 months).

Takes effect upon approval.
