Permits absent members of the U.S. armed forces on active duty deployment outside Hawaii to apply for voter registration and absentee ballots through electronic transmission (facsimile, email, or other electronic means).

Authorizes the chief election officer to establish emergency procedures for absentee voting by deployed military members when international, national, state, or local emergencies make compliance with federal law impossible or impracticable.

Allows military members on active duty deployment outside Hawaii to use federal write-in absentee ballots for all elections (general, special, primary, runoff) for federal, state, or local offices or ballot measures.

Permits service members to use the federal write-in absentee ballot declaration to simultaneously register to vote, or if received after the registration deadline, to register for subsequent elections.

Enables persons recently discharged or separated from military service, or citizens returning from outside Hawaii after the voter registration deadline, to register and vote in that election if they notify the registrar before election day.
