Establishes a food safety and security program within the Hawaii Department of Agriculture to provide training, certification, and support to the agricultural industry and interface with other state and federal agencies.

Program objectives include assisting Hawaii's agricultural industry achieve food safety in a cost-effective manner, integrating food safety with biosecurity and quality assurance, and responding to federal rules and regulations.

Department shall establish or participate in port facilities for inspection, quarantine, fumigation, disinfection, and treatment of agricultural commodities, and perform inspections and certifications efficiently and expeditiously.

Department shall develop and implement educational programs to help the agricultural industry comply with state and federal laws, rules, and regulations.

Effective date is July 1, 2012.
