Repeals the prohibition on using arbitration to resolve impasses or disputes related to state and county Hawaii Employer-Union Health Benefits Trust Fund contributions

Authorizes arbitration panels to make final and binding decisions on Hawaii Employer-Union Health Benefits Trust Fund contributions

Requires that Hawaii Employer-Union Health Benefits Trust Fund and group life insurance contributions be negotiated for active employees

Changes current practice where the Legislature determines the pro-rata share of contributions when employers and exclusive representatives cannot agree, allowing such disputes to proceed through the impasse procedure like other negotiable items
