Establishes a nine-member Commission on the Year 2050 within the Department of Business, Economic Development, and Tourism, appointed by the governor, to assess Hawaii's future economic, political, cultural, social, and environmental systems.

Charges the commission with studying technological and social changes, identifying state goals, recommending legislative and administrative actions, and coordinating future-planning activities across public and private sectors.

Requires the commission to submit annual reports to the governor and legislature prior to January 1 each year, with the second report specifically addressing the state's continuing role and organizational arrangements for long-term planning.

Authorizes the commission to appoint a program director and staff without civil service requirements, accept funds from government and private sources, and receive research support from the Department of Business, Economic Development, and Tourism and University of Hawaii.

Appropriates an unspecified amount from general revenues for fiscal years 2011-2012 and 2012-2013 to support commission operations, effective July 1, 2011.
