Amends Hawaii Revised Statutes Section 84-3 to exclude members of legislatively created task forces and working groups from the definition of "employee" under the state ethics code.

Clarifies that task force and working group members are not state employees because they are selected or invited to participate rather than nominated, appointed, or elected.

Establishes that task force and working group members do not have an employer-employee relationship with the State and do not perform actions that bind the State or require decision-making authority.

Applies effective upon approval of the Act.
