Requires the Department of Hawaiian Home Lands to adopt its own building codes and building-permitting requirements for residential developments and public facilities by administrative rule under chapter 91, Hawaii Revised Statutes.

Specifies that DHHL's building codes must address public health and safety, interconnection with county and state public facilities (streets, water, utilities, drainage systems), and require timely notice to counties regarding water, sewer, and traffic impacts.

Exempts the Department of Hawaiian Home Lands from compliance with state and county building codes, section 132-9 HRS fire chief plan approval requirements, and section 321-11 HRS department of health occupancy requirements upon adoption of its own building codes.

Amends section 207.5 to exempt DHHL housing units for native Hawaiians from department of health occupancy requirements.

Includes severability clause allowing amendments to take effect upon U.S. consent if required under federal law.
