Extends the sunset provision exempting pest control operators from One Call Center requirements until June 30, 2015 (previously set to expire June 30, 2014)

Amends the definition of "excavation" to exclude pest control activities regulated under Hawaii Revised Statutes chapter 460J that are not performed under contract with county or state agencies

Requires the Public Utilities Commission to mandate that exempt operators participate in training seminars provided or approved by the One Call Center on excavation requirements and best practices

Directs the Public Utilities Commission to conduct an investigation assessing the risk of residential pest control applications and submit findings and recommendations to the Legislature prior to the 2014 regular session

Sets effective date as June 29, 2012
