Requires the Hawaii Public Housing Authority to conduct a study comparing wages and compensation of executive directors at other U.S. public housing authorities that are comparable in size and scope of duties.

Mandates submission of a report to the U.S. Department of Housing and Urban Development detailing the wages and compensation of the five highest-paid public housing authority executive directors from comparable states or jurisdictions.

Addresses a federal requirement from HUD that public housing authorities must "explicitly consider comparability" when setting executive director compensation, which current Hawaii law does not meet.

Notes that failure to provide HUD with comparability analysis documentation could result in temporary monetary sanctions against the Hawaii Public Housing Authority from the federal government.

Current law establishes the Executive Director's salary at 85% of the Director of Human Resources Development's salary, which does not comply with HUD's comparability requirement.
