Authorizes the Governor (for state projects) or applicable Mayor (for county projects) to grant exemptions from environmental review requirements under Hawaii Revised Statutes chapter 343 for construction projects meeting specified criteria, with exemptions valid until July 1, 2014.

Projects must meet 11 conditions including: location entirely on state or county land, full state/county/federal funding, completion by December 31, 2015, all non-discretionary permits obtained by July 1, 2014, and exclusion of certain project types (helicopters facilities, waste treatment, landfills, oil refineries, power plants, and renewable energy facilities).

Exempted projects are not subject to standard judicial review under chapter 343 but may be challenged in circuit court within 10 working days of notice publication, with courts limited to determining whether exemptions comply with this Act.

Allows Governor or Mayor to authorize continuation of construction beyond December 31, 2015, if project is incomplete, with similar 10-working-day judicial challenge period; projects without authorization must cease and undergo full environmental review to resume.

Requires Governor and Mayors to submit quarterly reports to the Legislature listing granted exemptions and pre-2016 session reports on projects authorized to continue past December 31, 2015.
