Suspends mandatory coverage for in vitro fertilization benefits in health insurance policies issued or renewed between the bill's effective date and June 30, 2015, requiring instead that such benefits be offered as optional coverage.

Suspends mandatory coverage for alcohol dependence, drug dependence, and mental illness treatment benefits in health insurance policies issued or renewed during the same period, requiring instead that such benefits be offered as optional coverage.

Requires the insurance commissioner to mandate that each affected managed care plan submit rate filings reflecting the suspension of these benefits within 30 days of the bill's effective date.

Automatically repeals on June 30, 2015, with the original statutory provisions for mandatory coverage restored on July 1, 2015.

Allows the governor to suspend any provision of the Act if it jeopardizes the state's federal waiver from preemption under the Hawaii prepaid health care act.
