Requires University of Hawaii registrars to collect and maintain current emergency contact information for all enrolled students at their respective campuses.

Mandates that emergency contact information be available 24/7 to University of Hawaii security personnel and emergency responders.

Requires UH security personnel to attempt contacting a student's emergency contact within 12 hours of any incident on university property or at a university-sponsored event that results in the student's hospitalization.

Makes the appropriate UH registrar responsible for contacting the emergency contact if security personnel cannot reach them within the first 12 hours after hospitalization.
