Requires the Department of Human Services to notify the standing committees of the Senate and House with primary jurisdiction over Medicaid at least 60 days before implementing any changes to Hawaii's Medicaid program.

Mandates notification to the legislature prior to submission of any proposed state plan amendment to the Centers for Medicare and Medicaid Services, including full text and details of the intended change.

Authorizes the Senate or House of Representatives to hold hearings on any intended Medicaid program changes or proposed state plan amendments.

Grants the legislature authority to prohibit the Department from making Medicaid changes or to require withdrawal of submitted plan amendments, and to require the Department to make changes or submit plan amendments.

Takes effect July 1, 2050.
