Establishes an ocean board within the Department of Land and Natural Resources consisting of nine voting members appointed by the governor from nominations by the Office of Hawaiian Affairs, legislature, county mayors, and gubernatorial appointments.

Directs the ocean board to develop and implement an ocean zoning master plan for Maunalua Bay (spanning from Koko Head to Black Point on Oahu's south side) as a pilot project based on the 2006 Hawaii ocean resources management plan recommendations.

Requires the master plan to include identification of ocean zones, marine protected areas, management measures, public outreach programs, and coordination with relevant state and county agencies to manage development and protect ocean resources.

Incorporates traditional Hawaiian ahupua'a system concepts of watershed-based land and resource management into the ocean zoning framework.

Mandates submission of the Maunalua Bay master plan to the legislature no later than twenty days before the 2012 regular legislative session convenes.
