Amends Hawaii Revised Statutes Section 174C-48 to require permits from the commission on water resource management for any withdrawal, diversion, impoundment, or consumptive use of water for bottling purposes intended for export out of the watershed.

Applies this permit requirement statewide to water bottling for export, regardless of whether the area has been formally designated as a water management area.

Maintains existing exemptions for domestic consumption by individual users and for catchment systems used to gather water.

Takes effect July 1, 2012, and does not affect rights, duties, or penalties that arose before the effective date.
