Expands tuition assistance eligibility from undergraduate students only to all students working toward any degree at the University of Hawaii system.

Removes rank restrictions, allowing qualified enlisted persons, warrant officers, and all officers (not just company grade officers 0-1 through 0-3) in the Hawaii National Guard to receive assistance.

Provides priority consideration for funding to students pursuing undergraduate degrees.

Appropriates $1,000,000 from general revenues for fiscal year 2012-2013 to fund the tuition assistance program.

Takes effect upon approval, with the appropriation becoming effective July 1, 2012.
