Requires the Department of Labor and Industrial Relations (DLIR) to update administrative rules by January 1, 2013 to properly address documentation requirements for National Guard retirees applying for unemployment benefits.

Addresses the issue that DLIR incorrectly requires DD Form 214 from all retired National Guard employees, when many guard members retiring on guard and reserve status receive NGB Form 22 instead.

Requires DLIR to consult with the State Department of Defense when updating rules to ensure policies accurately reflect various separation options and documentation available to National Guard members.

Exempts the adopted rules from public notice and hearing requirements under Hawaii Revised Statutes Chapter 91.

Requires DLIR to submit a report to the legislature at least 20 days before the 2013 regular legislative session detailing the rules adopted pursuant to this Act.
