Requires newly appointed adjutants general to have at least five years of service as an active commissioned officer in the Hawaii National Guard (Army, Air, or both), effective July 1, 2012.

Maintains existing requirement that adjutants general must hold or have held a commission of at least field grade officer and have served as a commissioned officer in armed forces for at least ten years.

Exempts current adjutants general appointed before the effective date and their reappointments after their initial term expires from the new five-year Hawaii National Guard service requirement.

Removes language allowing non-Hawaii National Guard military service (state defense force, other state/territorial national guard, or federal armed forces) to satisfy the field grade officer requirement.
