Requires sellers of agricultural commodities to provide valid photo identification to buyers and, for commodities valued at $300 or more, provide a photocopy of the identification.

Expands agricultural commodity certification requirements to include seller's name, residence address, telephone number, vehicle license plate number, farm owner name, farm address, buyer/consignee name, and signatures of both seller and buyer.

Prohibits buyers from purchasing agricultural commodities unless the seller provides proper ownership and movement certification and passes identity verification requirements.

Makes failure to maintain required ownership certificates prima facie evidence of theft in the second degree under Hawaii Revised Statutes section 708-831.

Requires prospective buyers to report attempted sales that do not meet identification and certification requirements to police.
