Amends Hawaii Revised Statutes Section 128-10 to add "mitigation of hazardous situations" to the governor's authority to order government agencies and employees to take necessary civil defense and emergency actions.

Expands Section 128-10.3 to allow the governor to authorize state or local agencies, officers, and employees to enter private property to investigate, determine, or mitigate hazardous situations even without an active civil defense emergency.

Requires at least 10 days' notice to property owners and occupiers before state personnel may enter private property, and mandates the owner be given a reasonable opportunity to resolve the hazard without state assistance first.

Applies only to specific actions: cutting or removing dangerous trees or branches, stabilizing or removing unstable rock and soil hazards, and cleaning streams and waterways to prevent flooding or disasters.

Changes references from "designated state employees" to "agencies, officers, and employees, state or local" to broaden the scope of personnel authorized to conduct hazard mitigation activities.
