Lowers the income threshold for affordable housing definitions from 140% to 120% of the area median family income across multiple Hawaii Revised Statutes sections.

Modifies the definition of "low- and moderate-income housing project" in Section 39A-281 to reduce income limits for rental units and for-sale units to 120% of area median income.

Amends Section 46-14.5 to authorize counties to provide flexibility in land use density and public facility requirements for rental projects with units set aside for households at or below 120% of area median family income.

Updates Section 46-15.25 and Section 201H-57 to redefine "affordable housing" as housing for households with incomes at or below 120% instead of 140% of median family income.

Adjusts Section 201H-202 priorities for housing fund distribution to apply the 120% income threshold for mixed-income rental projects.
